How to Convert JPG to PDF on Windows — Free, No Install
Two free ways to turn JPG pictures into a PDF on Windows 10 or 11: a browser tool and the built-in Microsoft Print to PDF.
⚠️ Always use a copy of your document, never the original. Keep your original file safe.
How to convert JPG to PDF on Windows has two free answers. The simplest is to open our free Image to PDF tool in Edge or Chrome, add your pictures, put them in order and click Download PDF. It runs in your browser, so there is nothing to install and your pictures stay on your PC. The built-in option is to print the picture to Microsoft Print to PDF from the Photos app, or from File Explorer for several pictures at once.
This guide covers only Windows. For other devices, see the main guide: how to convert JPG to PDF.
Method 1: Image to PDF in Your Browser (Simplest)
This works in Edge, Chrome and Firefox on Windows 10 and Windows 11. Your pictures are turned into a PDF by your browser on your own PC. They are not sent to a server.
- Open rapidtools.online/image-to-pdf. No account is needed.
- Drag your JPG files into the box, or click the box and choose them. You can choose many at once. PNG and WebP pictures work too.⚠️ Always use a copy of your document, never the original. Keep your original file safe.
- Drag the small pictures under Image Pages to put the pages in order. Each picture becomes one page.
- If you want, type a Document Title (it is also used as the file name), an author or keywords, and a watermark such as CONFIDENTIAL.
- Move the Quality slider if you need a smaller file. It starts at 80 percent.
- Click Download PDF. The PDF saves to your Downloads folder.
What the tool does to your pictures
- Fixed page size. Every page is A4 portrait. Each picture is made as large as it can be on the page without cropping, and it is centred. A wide picture has white space above and below it.
- Saved as JPEG at the quality you choose. Every picture is saved again as a JPEG at the slider quality. At the default 80 percent, the difference is hard to see, but it is not an exact copy. A lower setting gives a smaller file and a softer picture.
- Transparent areas become white. A PNG with a see-through background gets a white background in the PDF.
- File name. The file is named after the Document Title, in small letters with spaces changed to underscores. If you leave the title empty, it is named scanned_documents.pdf.
Method 2: Photos App and Microsoft Print to PDF (Built In)
Windows has no button that saves a picture as a PDF. Instead, you print the picture to Microsoft Print to PDF, a printer that comes with Windows 10 and Windows 11 and saves a PDF file instead of printing on paper.
- Open the JPG in the Photos app.
- Press Ctrl + P to open the Print window.
- Under Printer, choose Microsoft Print to PDF.
- Choose the paper size, the orientation (portrait or landscape) and how the picture should fit the page.
- Click Print. Nothing is printed on paper.
- In the window that opens, choose a folder, type a file name and click Save.
Method 3: Several Pictures From File Explorer (Built In)
To put several pictures in one PDF without an extra app, you can use the Print Pictures window in File Explorer. These steps come from Microsoft’s community forum rather than an official Microsoft guide, and the window can look a little different on your PC.
- In File Explorer, select all the pictures. Hold Ctrl and click each one.
- Right-click one of them. On Windows 11, click Show more options, then Print. On Windows 10, click Print.
- In the Print Pictures window, choose Microsoft Print to PDF as the printer, and choose the paper size and a layout, such as Full page photo.
- Look at the preview to check the page order.
- Click Print, then choose a folder, type a file name and click Save.
With these two built-in methods, the page order is harder to change than in the browser tool. If the order is wrong, use the browser tool, where you drag the pages into place.
