What this tool does

The PDF form filler lets you type into interactive form fields or add typed text to any flat PDF. Interactive PDFs (forms with clickable fields) auto-detect fillable areas — just click a field and type. For flat PDFs (scanned forms or image-based PDFs), use the text tool to place your answers anywhere on the page. You can also add checkmarks, signatures, and dates. Form filling runs entirely in your browser — your document is never uploaded to any server.

How It Works

The tool uses PDF.js to render your document and detect any interactive form fields (AcroForm). If your PDF has text fields, checkboxes, radio buttons, or dropdowns, they appear as clickable inputs overlaid on the page — just type or click to fill them. When you click Save & Download, pdf-lib writes your entries back into the PDF’s form data.

If your PDF has no interactive fields — a scanned form, a flat PDF, or a document not designed for filling — the tool shows a warning and lets you add freehand text boxes anywhere on the page. Click + Add Text, click on the page where you want to type, and drag the box to position it precisely. Choose font size and colour from the toolbar.

Frequently Asked Questions

How do I fill out a PDF form for free?
Upload your PDF to rapidtools.online/fill-pdf-form. If the PDF has interactive fields, click into them and type. If it does not, click + Add Text and place text anywhere on the page. Click Save & Download when done. Your file never leaves your device.
What if my PDF does not have fillable fields?
The tool detects this automatically and shows a warning. Use + Add Text to add a text box, type your content, and drag it into position. This works on scanned forms, government PDFs, and any flat document.
Is my PDF uploaded to a server?
No. Everything runs in your browser using JavaScript, PDF.js, and pdf-lib. Your file never leaves your device — important for tax forms, medical records, legal applications, and any sensitive document.
Does this work on scanned PDFs?
Yes, in freehand mode. Scanned PDFs have no interactive fields, so the tool will warn you; use + Add Text instead. Place text boxes over the printed fields on the scan. For best results on scanned forms, use a larger font size (12–14pt) and black ink.
Can I fill a PDF on my phone?
Yes. The tool works on iOS Safari and Android Chrome. For interactive fields, tap to activate them and use your keyboard. For freehand text, tap + Add Text, type your content, and drag the text box into position.
Why does the IRS PDF form not show fillable fields?
IRS.gov distributes two versions of most forms: an interactive AcroForm PDF (labelled “fillable” or available via the IRS Free File Fillable Forms system) and a flat print-only PDF. If you downloaded the print version, it will have no interactive fields. Download the fillable version from irs.gov — it will usually say “Fillable” in the filename or description. If you have a flat IRS PDF, use the “+ Add Text” button to place text over the printed fields.
Can I fill out USCIS immigration forms with this tool?
Most USCIS forms (I-130, I-485, I-765, I-90, N-400 and others) are published as interactive AcroForm PDFs with fillable fields, calculation fields, and sometimes barcode generation. The tool will detect and expose these fields. However, USCIS forms often use computed fields (auto-calculated from other entries) and barcode fields that update dynamically — these require the form to remain interactive and are best filled using the USCIS online tool or Adobe Acrobat, which can process the JavaScript embedded in the form. RapidTools will expose the text fields for manual entry, but dynamic calculations and barcodes will not auto-update.
What is the difference between an interactive PDF and a flat PDF?
An interactive PDF (also called an AcroForm PDF) contains embedded form field definitions: text fields, checkboxes, radio buttons, dropdowns, and signature fields. PDF readers render these as clickable, typeable inputs. A flat PDF has no embedded field data — it is just a static document, like a printed page scanned back to PDF or a form exported without field data. When you fill and flatten an interactive form (saving it to remove the interactive layer), it also becomes a flat PDF. Our tool handles both: it uses interactive fields when present, and falls back to freehand text overlay for flat PDFs.
Government Forms Guide

Common Government & IRS PDF Forms: Interactive vs Flat

Government agencies publish PDF forms in two formats: interactive AcroForms with fillable fields, and flat print-only PDFs. Knowing which type you have determines whether our field detection will work or whether you need to use freehand text mode. Below are the most commonly used government forms and their format status.

IRS Form 1040
Interactive
The official “Fillable” version from irs.gov has AcroForm fields for all lines. The “print-only” version is flat. Look for “1040 Form (Fillable)” on the IRS website. Schedule A, B, C, D, and E are also available as interactive PDFs. IRS Free File Fillable Forms is a separate web-based system that generates a different PDF output.
IRS Form W-4 (Employee Withholding)
Interactive
The current W-4 is available as an interactive PDF from irs.gov with fields for Steps 1–4. The form includes calculated fields in Step 3 and Step 4(b). Basic text fields will work; the calculated fields may not auto-update without Adobe Acrobat’s JavaScript engine. Fill manually if needed.
IRS Form W-9
Interactive
The W-9 (Request for Taxpayer Identification Number) is one of the cleanest interactive IRS PDFs — simple text fields, no calculated fields, no JavaScript dependencies. Fields work reliably with any AcroForm-compatible tool.
IRS Form 1099-MISC / 1099-NEC
Print-Only
IRS 1099 information returns are published as flat PDFs intended for printing on official Copy A paper for submission to the IRS. They cannot be filled electronically and submitted via this PDF — use IRS FIRE system or a 1099 filing service instead. Copy B and C for recipient use can be filled with freehand text.
USCIS Form I-485 (Green Card)
Interactive (with caveats)
USCIS AcroForm PDFs contain fillable fields but also embedded JavaScript for page counting, field validation, and barcode generation. Text fields work with any tool; however, barcodes (2D DataMatrix) and computed totals require Adobe Reader to process the JavaScript. USCIS requires submitting the PDF with intact barcodes for machine-readable processing — use Adobe Reader for the final barcode generation before printing.
USCIS Form N-400 (Naturalization)
Interactive (with caveats)
Same format as I-485: AcroForm fields work for data entry, but barcode generation requires Adobe Reader. N-400 also has conditional field visibility (some questions appear only based on prior answers) — these visibility rules require the embedded JavaScript to function.
SSA Form SSA-827 (Medical Release)
Interactive
Social Security Administration medical record release forms are standard AcroForm PDFs with straightforward text fields. No JavaScript dependencies. Fields work reliably.
VA Form 21-526EZ (Disability Claim)
Interactive
The VA disability benefits claim form is available as an interactive PDF from va.gov with standard AcroForm fields. No barcode requirements. Recommended to fill online via va.gov’s digital form system for automatic routing, but the PDF version works for paper submission.
💡 Tip: When downloading government PDFs, always look for links labelled “Fillable” or “Fill-in”. Many agencies publish both versions side by side. If you get a flat PDF, the freehand text mode (+ Add Text) lets you type anywhere on the document.
Field Types

PDF Form Field Types: What Each One Is and How It Works

PDF AcroForm fields are defined in the PDF specification (ISO 32000). Different field types behave differently, and not all tools support all types equally. The table below explains each field type and how our tool handles it.

Field Type PDF Spec Name What It Does RapidTools Support Notes
Text Field Tx (Text) Single-line or multi-line text entry. The most common field type — used for names, addresses, numbers, dates. Full Single-line fields render as <input type="text">; fields taller than 40px render as <textarea>. Values are written back using pdf-lib TextField.setText().
Checkbox Btn (Button, non-radio) Boolean on/off selection. Each checkbox is independent. Common in tax forms for filing status, elections, and yes/no questions. Full Rendered as a native HTML checkbox. Value written back as “On” or “Off” via pdf-lib CheckBox.check/uncheck().
Radio Button Btn (Button, radio flag) Mutually exclusive selection within a group. Selecting one radio button deselects the others in the same group. Used for filing status, yes/no pairs. Partial Detected via bit 15 of the field flags. Rendered as HTML radio inputs grouped by field name. Complex radio groups with multiple export values may not group correctly.
Dropdown / Combo Box Ch (Choice, combo) Single selection from a predefined list. User can sometimes also type a custom value (if the “Edit” flag is set). Partial Rendered as <select>. Option lists are read from annotation data. Custom editable values are not currently supported.
List Box Ch (Choice, no combo flag) Scrollable list allowing single or multiple selection. Less common than dropdowns in government forms. Partial Detected as a Choice field without the combo flag. Rendered as a <select> with multiple attribute where applicable.
Signature Field Sig (Signature) A placeholder for a digital or ink signature. May be a certified digital signature (cryptographic) or an image-based ink signature. Not applicable Signature fields are not exposed as fillable inputs by this tool. To add a signature to a PDF, use the RapidTools Sign PDF tool, which embeds a drawn or uploaded signature image at your chosen position.
Computed / Read-Only Field Tx with ReadOnly flag or AA action Fields whose values are automatically calculated from other fields (e.g. total income, subtotals). The value is set by JavaScript embedded in the form. Read-only Displayed as read-only. The JavaScript calculation engine is not executed in this tool — computed values must be manually entered if needed. Adobe Reader or Acrobat is required to run embedded JavaScript.
Barcode Field Custom widget (often 2D DataMatrix) Encodes other field values into a machine-readable barcode. Used extensively in USCIS forms for automated processing. Not supported Barcode fields are not rendered or updated. USCIS forms with barcode requirements must be processed in Adobe Reader to generate the correct barcode before printing.
